Fushi's character development never goes past where he left off. He's still basically a mindless, bumbling infant who never understands anything. He's just a walking plot device. However, as with S1 (and with the notable exception of the powerful, 10/10 S1E1), this is largely speaking a painfully mediocre, probably-should've-been-given-more-budget-and-better-direction anime.
